Renters’ Rights Bill – Update (July 2025)

The government’s long-awaited Renters’ Rights Bill has taken another step forward, with the House of Lords completing the Third Reading on 21 July. But Royal Assent is now expected in autumn 2025, meaning implementation may not begin until late 2025 / early 2026.

Key changes landlords need to prepare for:

Section 21 “no-fault” evictions will be scrapped – All evictions must go through Section 8 with valid grounds
All tenancies to become periodic – No more fixed-term ASTs
Rent increases limited to once per year
Mandatory landlord portal and redress scheme
Reforms to property advertising and letting practices

 

Pet Insurance Out – The government dropped the requirement for tenants to take out pet damage insurance. BUT a new amendment could allow landlords to request a 3 week pet deposit

 

As a landlord, now’s the time to:
✔️ Review tenancy agreements
✔️ Ensure your properties meet the Decent Homes Standard
✔️ Stay informed – secondary legislation and exact timelines are still developing
